New York couple ‘borrow’ $2.5 million in federal funds, attack photographer

Joanna Fan and husband Ziming Shen are accused of siphoning federal funds intended for the non-profit organization Red Apple into their private interests.  Instead of spending the funds to provide pre-kindergarden students with healthy meals, Fan and Shen were using the lunch money to pay for condos and personal income taxes, among other things.  All in all, between 2005 and 2010, $2.5 million worth of federal funding went straight into the couple’s pockets.  Fan insists that the funds were ‘borrowed’ although no such arrangement existed.

The story told in pictures, however, portrays the couple emerging from a federal court in Brooklyn and subsequently attacking New York Post photographer Dan Shapiro.  As the two were let out on bail and forced to surrender their passports, it appears as though Shen wasn’t too pleased with his mugshot and grabbed the camera from Shapiro while Fan attempted to break up the two.  According to additional sources, Shen was arrested for assault immediately following the incident.  [Source]
